Institutionally, IPCC should be free from political content or any political implication in its content. IPCC should be purely a scientific place where only the science is discussed in a multi-disciplinary context. Physics, meteorology, thermodynamics and so on are related subjects to this quest to find the right scientific answers. Once IPCC is free from political influence or at least mitigated to remain highly credible, people will trust it. As for funding, anyone including governments who wants the report, can buy from IPCC the full report. While the public can assess the synopsis of the report for free. The idea is to educate the public scientifically to discourse this topic objectively and constructively. Once we politicise the science, it will lose its credibility, and we don't want that to happen. Science must remain objective it is quest to help us understand our universe. Once we understand it, each person or entity can decide how they want to use that understanding. Just like church and state must be separated, science and state must be separated, but they affect each other. The purity of scientific truth must not be tainted.
